 Al-Sondy argues that post-independence Sudanese governments have prioritised taxing the poverty-stricken population to cover running expenses rather than setting citizen service as a priority. Thus, he suggests that a clearly defined public service programme is a bottom-line requirement for any political party that seeks to garner popular support.
