10/12/2022: Sudan Tribune - Questions swirling around Sudan’s PCP signature of framework agreement

Sudan Tribune report that observers have questioned the Islamist Popular Congress Party (PCP) signing of the framework agreement.

Ammar al-Sajjad, a PCP figure who is also at odds with its Secretary General Ali al-Haj, claimed that the latter came to an agreement with General Abdel-Fatah al-Burhan.

Al-Haj along with other PCP leading figures were arrested in connection with the 1989 military coup that brought President Omar al-Bashir to power in a plot orchestrated by the founder of National Islamic Front (NIF) and the PCP as its successor organisation - Hassan Al-Turabi.

The PCP reconciled with al-Bashir’s regime after 15 years in opposition ranks and joined his government up until its downfall in April 2019.

Radio Dabanga report that Chairman of Sudan’s Sovereign Council Lt Gen Abdelfattah al-Burhan accused the Sovereign Council of failure and defended his decision to establish the Transitional Partners Council (TPC).

Al-Burhan emphasised the inability of the government to achieve the aspirations of the revolution despite the fact that is has been more than a year since the Sovereign Council and the Council of Ministers were formed. He pointed out the increased suffering of people to obtain their daily needs.

His plans received widespread criticism from political parties and civil society organisations who accused him of abusing his authority to transfer political power away from the country's constitutional institutions to the TPC. However, al-Burhan said the TPC does not aim to confiscate the powers of executive or sovereign bodies and does not eliminate the role of the Legislative Council, but rather aims to address the differences between the organs of government.
